So, this is definitely either an edit of an existing anime pose, or some kind of Touhou fanart, but as another commenter stated, the character depicted is Chen. She has the bow, the ears and the twin tails so I’m fairly certain that’s them.
Now for the art style, it is very reminiscent of Pop Team Epic, but Popuko is generally depicted with a little nose bump, which is not as defined as they usually depicted it here. The next thing I thought of was Nichijou, which looks similar in certain shots, but I still think this looks closer to Pop Team than anything.
Yeah they are similar because the author of Pop Team Epic made these Touhou 4koma’s starring Chen way before Pop Team Epic, that’s the origin

I’m not super familiar with Pop Team’s artist, but of course their earlier work involves Touhou somehow. If you dig far enough, Touhou always pops up eventually

Pop team epic (anime or manga, probably manga) I believe.
I asked this on where they sent me it and they said it wasn’t pop team epic. Yeah, I also though of this.
