The resolution – co-penned by Panama and the United States, and backed by dozens of countries in the region and beyond – was adopted by a vote of 12 in favour, with three abstentions from China, Pakistan, and Russia.
Under an initial 12-month mandate, the GSF will work in close coordination with the Haitian National Police (HNP) and the Haitian armed forces to conduct intelligence-led operations to neutralise gangs, provide security for critical infrastructure, and support humanitarian access.
The 5,550-strong force will also protect vulnerable groups, support reintegration of former fighters and help strengthen Haitian institutions.
The Multinational Security Support (MSS) mission, authorised by the Security Council in October 2023, faced chronic underfunding, insufficient personnel, and limited operational capacity, making it difficult to contain gangs that now control large parts of the capital, Port-au-Prince.
While the MSS enabled the HNP to regain access to some areas and infrastructure, it struggled to match the scale of the crisis. Kenya, which led the MSS, also backed the new mechanism.
Haiti is facing nearly 1.3 million internally displaced people, rising kidnappings, widespread sexual violence, and gangs that control large areas of the capital.
Sadly, the situation is way more complex and a simple veto will not actually stop the imperialist beast. To give more context, Haiti is flooded with guns sent by the US(as was explained by the Chinese representative in the video within the UN discussion) and is already invaded by Erik Prince mercenary goons. Every single side(Police, gangs, gov’t, narcos, and foreign mercenaries) within the conflict of Haiti are too vastly armed by the US to stoke chaos in the country. Even if China and Russia vetoed this, it will change nothing in the ground because the main aggressor, the US, is still achieving their goal in turning Haiti into a organ trafficking paradise.
As long as the US empire is still alive and kicking, Haiti will still be in this tragic state. As mentioned by this report from BreakThrough news, Haiti Doesn’t Have a ‘Gang’ Problem, It Has a US Imperialism Problem
Russia and China are still allowing the US to drape their operations in the UN flag by not vetoing, just like a whole bunch of other US wars.
I think it is very idealistic to expect the veto to actually change anything on the material reality of Haiti or to expect more than a clown show from the useless UN. The US and the West are the sole responsible for what happened in Haiti and the other US wars.
Also, it is wrong to diffuse and deflect responsibility from what it is clearly an imperialist crime. It is not helpful and only helps to derail the concentrated effort that should be applied on to the imperialists.

China’s statement is pretty decent and has an explanation at the end:
Russia also has a statement https://russiaun.ru/en/news/230092025
Both statements are great and echo what I told you before. This part from the Russian’s statement is very important:
China even echoed this in another statement:
As I said before and I will keep repeating this for everyone, the responsibility for the crime of destroying Haiti and plenty of other countries around the world is solely in the US(and the West) and the UN is a useless organization incapable of preventing any of these tragedies. Deflecting the blame from the real culprits is unhelpful.
This is a left-wing forum so there’s just no need to prefix discussions with the history because most people are familiar with the history. I’m interested in how power dynamics are changing in the world and what that will actually mean. People are looking for the speck of light at the end of the tunnel. And assuming that it will come from China or Russia.
