In english use, at least in my american experience, it is still a perjorative term but it is usually an accusation of authoritarianism levelled towards (usually democratic) governments and doesnt require it to be a dictatorship or totalitarian.
Most of the time it’s used simply as a mark of disapproval. Calling it the currently elected government a regime is not uncommon usage.
I’ll take a guess: A regime is a government. EU likely refers to the European Union, given the context.
