No. They actually confirmed that USA has free access to build as many bases as they want and they have had this since WW2. Instead, they have closed almost all bases and gone from 10000 to 200 deployed soldiers.

If it was a national security issue, they would have at least maintained a larger military presence there, as they have free access to do so
